CenterPoint Energy Hard-to-Reach Standard Offer Program

The Hard to Reach Program targets customers whose annual income level is at or below 200% of the federal poverty guidelines. The installed measures must reduce summer peak demand and provide annual energy savings at customer sites within CenterPoint Energy's service area.

Large Projects:

Oct. 24, 2007: Begin filling out applications for Hard-to-Reach SOP Large Projects.

Nov. 1, 2007 at 10:30 AM CST: Submit applications for Large Projects for Hard-to-Reach SOP.

Small Projects:

Oct. 24, 2007: Begin filling out applications for Hard-to-Reach SOP Small Projects.

Nov. 27, 2007 at 10:30 AM CST: Submit applications for Small Projects for Hard-to-Reach SOP.

Reservation of funds will not be available until after Jan. 2, 2008 and upon application approval.

Potential 2008 Project Sponsors: Each company which includes duct efficiency as a measure in the Hard-to-Reach Standard Offer Programs may be required to employ at least one certified HERS rater. A copy of that certification may be required in order to participate as a duct efficiency program sponsor.

Background

CenterPoint Energy is offering program to promote energy efficiency among residential "hard-to-reach" customers in its service area. This program has been developed to comply with the Public Utility Commission of Texas' Substantive Rule §25.181, relating to the Energy Efficiency Goal, implementing Senate Bill 7 enacted by the State Legislature in May, 1999.

Hard to reach customers are defined as CenterPoint Energy residential distribution customers with an annual household income at or below 200% of the federal poverty guideline. Subst. R. §25.181 requires that each utility meet at least 5% of its savings goal for each year through programs targeted to this customer class. The current eligibility criteria based on U.S. Department of Health and Human Services Poverty Guidelines (poverty guidelines) are presented in Table 1.

Objectives

The primary objective of this program is to achieve cost-effective reduction in peak summer demand. Additional objectives of the program are:

  • To reduce energy cost for the end-use customer.
  • To enhance program cost-effectiveness by minimizing lost opportunities for demand and energy savings in individual residences.
  • To provide energy efficiency improvements to individual households at no or very low cost.
  • To encourage participation by a wide range of Project Sponsors
